Yes, if it’s not urine, it’s coming from the Skene’s gland, and I think this is where the issue comes in.

I have been around women who ‘squirt’ a number of times. I think when it can be urine, it’s because they go into having sex with a full bladder and due to pressure, they may pee a little which they in turn think is squirting.

Now, a true squirter or gusher expends liquid from the Skene’s gland, which is completely different. The fluid is clear (unless you’ve consumed asparagus! Then it’s slightly yellowish and has the odd scent, just like when men consume it and their ejaculate smells different and tastes odd as well; pineapple juice has the same effect, but pleasant) and slightly sweet. Sometimes there is a sweet odor, but most of the time, there isn’t an odor at all.

I have noted, when there is a large amount of fluid, in the case of gushers, there can be a more noticeable scent. It isn’t unpleasant, it just smells like sex!

I am a squirter, sometimes a gusher. I’ve never thought, oh my gosh I’m peeing. Except the first time. I figured out pretty quickly I was not.
